D-jet auxiliary air control 140-160

I think I want to manually bypass the auxiliary air control, by putting in a positive shutoff in line from the aux air valve.
It never shuts completely, and the replacement is about $200. I am forced to crank the idle screw all the way in to get a slow idle when warm. I want it slower, and I think this will improve gas mileage a little. I want more.
The thing is, this car doesn't need the that much extra air to run even when cold. I pinch the hose and it slows down, but still idles fine.
I was forced to disconnect the EGR some years ago due to rust, but it still passes IL emissions testing.
I've checked and replaced all other potential vacuum leaks.
Maybe some sort of simple orifice restrictor in line? Like a bic pen cap (the ones with the little hole in the end)?
Or if anyone has a known good aux air valve, with a gasket, just sitting around, I have a couple of rusty 73 wheels with passable 185/15 tires to trade.
