Hard Starting 700 1990

Pressure on the vehicle during warming up is around 38PSI. When the car is all the way warmed up, the pressure has dropped to around 28PSI. Upon revving the engine while it is in park/neutral, the PSI spikes to around 38PSI and drops back down to 28PSI even while revving it up.

It has also been load tested a bit too in which I put it into D and gave it a bit of gas with the brake down, same results. I even went so far as to have the hood open and had my friend drive it down the long driveway for about 20 feet while I ran next to it to read the gauge. That was a funny sight. :) Same result.

The car runs fine, and in fact, there isn't much power UNTIL I get to around 2800-3000 RPM which is its torque peak if I'm not mistaken.. I believe this is completely normal.
