Tie rod end stuck on tie rod, and now ball joint won't tighten 200


I replaced the ball joints/tie rod ends/front bushings on my 1987 240 yesterday. Everything went ok, except:

One of the tie rod ends won't break loose. I've been hitting it with PB-Blaster for a day but the tie rod and the lock nut won't turn. I decided to just put it back together and deal with it later but when I try to tighten the tie rod end's ball joint to the (steering arm? whatever the thing is called it connects to) the joint turns so I can't tighten it. That is, the bolt that sticks up from the tie rod end is loose.

Suggestions? Can I remove the tie from from the steering rack so I can put it in a vice? I don't see anything in Bentley about removing a tie rod which makes me think maybe not.
