"89-11-09. Date of manufacture--printed on the belt itself -is 894702"

This is the only bit I can help you with.

The first number represents a Julian date. November 9, 1989

The second figure is a dating system common to manufacture. 2nd day of the 47th week of 1989. That would have been November 7th.

Not uncommon for these two parts to have been made a couple days apart.
