Does the fuel pump run briefly (to raise system pressure) on OBD II 960 Series (and later) when the key is first turned to the "Run" position (before "Start is engaged)?

Mine doesn't, and it is hard to start cold unless I crank for a second, release key briefly (when I hear the fuel pump run for a second or so), then recrank (at which point the engine starts instantly and runs perfectly).

Hot starts are instantaneous, by the way.
