Hot Starting Problem 200 1984

My 84 245 DL LH 2.0 has a hard start problem that goes like this. After driving for however long and shutting the car off for maybe 5, 10, 25 minutes (even longer some times) the car will not start on the first turn of the key. It will crank fine but not start. But if I just release the key from the start position and immediately go back it starts right up. I can try and crank it for 10 seconds and get nowhere let the key come back and go again and she'll turn right over. Could this be a fuel pump relay? or a fuel presure regulator? or ???
