Plumbing Woes 700 1992

Hello All. While trying to find the Gremlin who is drinking my coolant, i discovered some drips on a hose near my oil filter. Before causing too much destruction (once she's on jack stands, something's getting drained/BrakeKleened/replaced, rightly or not), i was wondering what this hose is.

It is a rubber hose that runs from a junction (with a steel line back to turbo) to somewhere behind the oil filter. Additionally, there appears to be a little drain valve at the lowest point of this hose. Is this the water return line for the turbo? Is it in fact a drain valve in the middle of everything? If this is a drain valve, is it's only purpose in life to service those parts that are lower than the block drain, or is there a more important function?

She's a 1992 745T with an AW-71 (oh how i miss the M47 in my 245).
