Relay chatter 700

'86 700GLE
There is a big black relay in the middle front of the relay panel that seems to chatter when I ease off the gas or come to a stop at a light. I have had my ashtray out so when I heard it I put my finger on it and I could feel it chattering. Does anyone know what this one does?
