steering wheel vibration 700

1990 turbo wagon- Just had an alignment and balancing done ont this car, but a problem still exists. There is a very slight vibration still in the steering wheel. Driving slow and touching the brakes makes the steering wheel kind of turn from side to side. Don't feel anything through the brake pedal as i usually would with warped rotors. Also, at higher speed just tapping on the brake pedal seems to make the steering wheel jump forward. Any ideas? TIA
