strange electrical problem - 1993 940 900

I have a strange intermittent electrical problem. Occasionally when I turn on the headlights, the left turn signal indicator, the high beam indicator turn on and stay on, the dash lights don't work and when I use my left turn signal, the gas guage pulses with the left turn signal.
All exterior lights work fine when this happens.

I assume this is a short or relay problem. Does the headlights have a relay that could be replaced to correct this or any other suggestions.
