Brake Pads wear every 8,000 miles! Help!

Please Help! I am in brake hell ...

* I have a '95 (960) Volvo Wagon.
* The brake pads have to be changed every (8,000 miles).
* My service fees are getting absolutely ridiculous!
* I am told the average life is roughly 30,000 miles.

* Volvo agrees it is excessive wear...
* But it must be due to my bad driving habits (not true).
* Daily I commute 40 country highway miles & 2 city miles.
* I weigh 200 pounds.

* Do I have any recourse legally?
* How should I handle this issue with Volvo?

Thanks,
Merlin
