No Start - Bad Fuel Pump? 200 1981

Hello,

Car turns over nicely but does not start. I've got good spark. I removed the metal tubing from the input side of the fuel filter... could hear the line depressurizing but no fuel spray whatsoever. I cranked the car the line removed and got only a small gush of fuel the first time, cranked again and heard some gurgling, another crank and got another small gush. I already checked the fuel pump relay and heard to two clicks when the ignition was turned on. Thank you for any help. Adam.
