What is this odd gauge? 200 1984

So I get into this '84 240 and there's this gauge I've never seen. It has a picture of a gas station pump. But it's not a gas gauge, of course, because the car has one in the main cluster.

So I take it, why not? It has what appears to be a vacuum line. So is this some uncalibrated vacuum gauge? What is the link between vacuum and the picture of the gas pump?

Is is rare? I've never ever seen one, and I've seen lots of 240s. Well a better question than "is it rare?" might be "is it valuable?"
