I have a 1985 240 DL which just failed Virginia emission inspection; getting 18 mpg, used to get 23 mpg with mixed driving. Replaced temperature sender unit and fuel pressure regulator. Still running rich. Everything passed except HC ppm limit is 167 my reading at 15 mph is 216. The limit at 25 mph is 162 mine is 213. The CO % also failed. The limit on CO is .94 mine 5.14 at 15 mph. At 25 mph the limit is 1.04 mine is 5.16. When cold it appears to get too much gas at take off therefore missing a little; once warm it runs fine. Tailpipe is black apprears a little better after changing temp sender.
