heating problem or is it?

Ok Volvo Lovers here is the problem with my 240 non turbo: when I start the car it warms up to three needles widths then it will come back down to normal. As I cruise at 70 miles an hour it may or may not stay at normal. Most of the time it goes up. Sometimes it goes up when I stop. Some days it stays at normal. Gas mileage suffers a little; running rich. Raidator is clean on the front side. It was flushed in June by Volvo. It was tuned a few months ago; new air meter, and new FPR. Also runs a little rough when cold once warm smooth out.
