Reusing head bolts 200

I've got the head off my '84 245 and in some of the manuals I've got it says to ALWAYS use new head bolts. Is this really true? I hate spend the extra $30 to $50 if I don't have to.
Also this motor has (supposedly) about 200k on it. I put new rod and main bearings and oil pump in it already. Would I be stupid to not go ahead and put rings in it also. The cylinders look great. There is no ridge and the original honing marks are clearly visible. There was a lot of carbon buildup in the combustion chambers. An older couple owned the car the motor came out of. They were T-boned and the car was totaled. Thanks for all your help!!
