what is this tube/hose 200 1989

Car is a 1989 245DL

I noticed it this morning when I was checking the PCV after having it serviced for a preventive maintenance thing. The rubber tube is fairly thin, about a little over .25inch in diameter. It is located by the passenger-side wiper, on the engine wall directly behind the dash. It appears to be coming from the dash (right behind the engine harness wires) and out to the engine bay where it plugs right back into the engine bay wall. It connects to no engine parts as far as I can see. It is broken at the part where it meets the wall of the engine bay. I tugged on it and it is now broken off. I assume the other end goes into the dash area. What is it? Should I be concerned? There seems to be no affect on the performance of the engine. Could it be a vacuum hose?
