What is this block/weight on the tranny? 200 1983

Hi all:
During my recent trip to the local pick and pull yard in quest for a spare starter for my 1983 GL, I noticed that on the 740 model with, from the looks of it, an M76 tranny, I noticed that there is a block of weight attached to the tranny. More specifically on the bottom towards the end of the OD housing. My GL didn't have this when I got it. Is it supposed to be there? Had the previous owner or his/her mechanic maybe taken it off? I noticed too, that the 740 had a rubber coupling instead of thr center support bearing/assembly. Any help/info on this subject appreciated.
