I paint my wheels with rustoleum. Unless you really spend a great deal of effort and use clearcoat as well,I doubt that you can paint your wheels so that they do not discolor or show various blemishes after one season. Black might well be an exception as most wheel dirt is dark or black. I have done wheels or wheel covers in black, white, yellow, almond, and burgandy. Silver does not last at all.
I just pressure wash them (car wash), clean them with paint thinner (most stubborn wheel dirt is petroleum based), wipe them down with enamel reducer, and paint them every season. Less than one hour each and $10 for the lot.
I paint the holes black so I never have to completely clean them again. To see how black holes look, see "Evander in his winter plumage" in the picture gallery - Search for 700s then go to page three, he is 8 photos down or so.
Paint the backs white or some other real light color, then you can tell when they are clean. I touch-up the backs as needed. I paint right over wheel weights.
I find that a 3/4 inch round brush works best. I use a 1/4" artist's brush for the outside edge of the rim near the tire.
On your beauty, you might want to leave the lug nuts silver.
