940 16 valve oil leak 900 1991

oil seems to be leaking on passenger side of engine above the oil filter where the head meets the block. also there is a small pool of oil in the spark plug cavity nearest the rear of the engine. finally there appears to be some evidence of oil in the coolant overflow tank. car has 116000 miles. one mechanic said entire cylinder head must be replaced. another mechanic said that the front cam seals are leaking. any ideas as to who maybe right?
