Power Bar on Inside Fender Well Came Loose and Shorted against Headlite Switch 200 1987

Hello

An aquaintance of ours rolled their 87 240 recently. The car was doing ok until the power bar fell from its holder and shorted against the silver relay for the high beams. The contact burnt a hole into the relay. The ATC fuse for the ignition was no where to be found after this latest incident. The holder is there but no fuse. I know the fuse must have been there for the car to start.

My question is if the power bar shorts against relay will there be burnt wires somewhere which will stop the car from cranking. Can there be damaged components from the incident. Is the ATC fuse in the same area of the power bar on a different circuit so as to provide no protection from this type of short.

Car will not crank over . There is only a very slight click down by the starter when the positive battery cable is connected and then removed.
