965 instrument lights always bright 900

The dimmer control fails to lower the intensity of the instrument panel lights.
Here is what I have so far:
Dimmer switch does vary resistance
panel lights remain bright after removing small connector on head light switch assembly
Volvo radio was replace with Pioneer prior to my purchase
Electrical diagrams show dimmer circuit connected to volvo radio (2 wires).
These wires are presently not connected to the pioneer radio.
Disconnecting all connections to the pioneer radio has no effect on instrument panel intensity.

Any suggestions appreciated.
