won't rev - restart fixes 200 1987

I posted earlier about this and got a good suggestion on looking at the hall sensor but wanted to post again and hopefully with better detail before I dive into that.

On an '87 245 with 227K I had wandering idle and no power from #1 cylinder. I checked vacuum leaks, changed plugs, wires, rotor, throttle switch, cleaned throttle body, changed all filters, replaced crankcase vent box & injectors, tested the air idle control then found the real culprit, a leaking intake manifold gasket and all was well with the world.

Twice before and twice since fixing those things the following has occured:

I'm driving along and the car hit's a ceiling in revs which it won't go beyond, like it's got a governor on it. Goes about 3 mph in 1st gear - doesn't stall, doesn't buck. I drove it about a long city block that way to get out of traffic. If I kept it floored it backfired some, if I backed off it just went real slow. I pulled over and left it idling and pulled the connector off the air mass meter - ran rougher but still kept running. Reconnected it and it ran smoother but still wouldn't rev. This now is while in neutral (5 spd manual) and stopped. I shut it off and restarted it right away and it was fine and I drove home.

Sound familiar to anyone? Any & all insights much appreciated.
