Horn reclamation project 140-160 1973

Trying to get the horns honking again. Here's the situation:

I've got power at all the horn terminals, and there seems to be continuity through the horn ring to the ground. Fuse is good.

I touched the positive wire that comes through the steering column directly to one of the four ground contact nubs and managed a few anemic honks (maybe only the high note was working?) and then all was silence. Couldn't get it to beep again.

Does this sounds like the horns themselves are the problem?
