Faster idle with colder weather 200 1982

My warmed-up idle was normal during the summer, and is high now (I'd guess around 1200 or more -- I can gently engage first gear with no additional throttle) that the weather has turned. Just wondering if this is a classic sign of anything simple and cheap to fix.

If I push up on the horizontal band that clicks the ?idle switch, it goes to normal. Does that mean anything?

It does hesitate a bit for the first few minutes with the colder weather, which it didn't do in the warm weather.
