double engine start syndrome 700 1989

I posted this message in aftermarket by mistake(doooh)He is the symtom,you can crank the engine when cold and it won't start for 5 seconds of cranking,you then let up on the starter and crank for 2 seconds and she fires right up.After the first attempt and you let up on the key you can hear the fuel pump running for a brief period.Now I checked the voltage at the fuel injectors past the "RFI" relay and battery current is present and I removed the pump relay and watched the operation,the first contact is closed when the key is turned on and the second closes after you crank the engine for 2 seconds.Are the power stage units,ecu's or hall sensors finicky on these 89' turbos with the 2.2 LH systems?
