740 Volvo stalls when I take my foot of the gas 700 1991

My volvo stalls whenever I take my foot of the gas. I could be in park or drive and the same results. Originally I thought it was the IAC since it only stalled in the Park position and when I was in drive it worked fine. So I cleaned the IAC valve and the butteryfly valve (near the throttle linkage).

When I put it all back together, it stalls in any gear. The only way to keep it from stalling is to depress the gas pedal. I can put it in drive, but I have virtually no power, the RPM's hardly go over 500 and then it occassionally knocks and then there is a sudden burst of power.

Any suggestions? I'm new in town and stranded until I get this fixed.
