trying to maybe buy a 940se wagon what price is fair? 700

This seller called me back and told me he has a 1991 940se turbo wagon for sale. He wants $4900. He told me that it has about 117k miles and has been maintained by a reputable volvo mechanic. He did tell me that it needed new shocks and struts and that the recirculate did not work on the heater/air. He siad the mechanic said it would cost like $900 to fix that. Is that possible? Does it cost that much to get to the vacuum motor under the dash? Is that possible? And it also needed a new water pump. How much money should be deducted from the asking price to fix these things. I can't imagine that the heater/air recirculation feature is that expensive to fix unless the whole climate control module on the dash was bad? Any comments? thanks....Jeffry
