Steering wheel issues 1800 1970

Hi everyone!

My gf is looking at a super clean 70-71(I can't remeber the year off the top of my head) 1800e and the main concern is right now that the steering wheel sits awfully close to the seat, though I didn't really notice it. Were going back out to drive the car friday night, and I'll get a better look at it then.

Here's what I'm wondering. Do the seats adjust down in front vertically? How hard is it to put a smaller wheel on it? Nothing special just like a Grant wheel or what ever. Or is a problem, and it shouldn't be that close. I've seen lots of 1800s that weren't like this.
