Idle ramps up and down in park/neutral, poor accelleration and running rich 700 1989

Car: 740 turbo
problem: 1.idle ramps up and down in park. OK in gear.
2. poor accelleration and seems mixture is too rich.

The car sat up for 6 months. Before was running fine.
I changed the plugs, plug wires, rotor and cleaned the cap.
unplugging various fuel injection components has no effect( O2 sensor, idle system although does idle higher at first)
