What does 10% brake pad left mean? 200 1989

When I took my car for a preventive maintenance service, the Volvo tech told me that my front pads have 10% left. What does that mean? I'm sure it means they're due for replacement. But does 10% mean NOW/URGENT? I notice an occasional squeal every now and then, but it's not consistent though. The car stops without much effort. Can I still drive around with 10% pads left for a while? I've driven about 80 miles already.

Also, is changing the front pads a DIY job for a DIY neophyte? I really don't want to spend around $110 (quotes I got from two Volvo shops) for changing the front pads when I know the pads are about $25-40 a pair. One Volvo shop told me the front rotors will be flipped to the other side. Is this necessary? Thanks!
