940 frnt pulsating brakes 900

Volvoreens. I have an on going battle with my wife's '95 940 front brakes. When they heat up especially when the car is loaded with passengers, prior to stopping they pulsate and make like a grinding noise with a thumping also. I replaced the rotors it got a little better but still the same results. In the Summer it was worse, due to the heat. Maybe if we move to Alaska this would alleviate the problem. I was thinking it could be the bearing hub, but I don't want to just change it, with out being sure because they are pricey. I also changed the struts, the right bearing, uppr strut bearing about a year ago, but the problem sounds and feels like its coming from the drivers side. Thank you.
