Dash Temp Gauge/Coolant Mixing 900

Bricksters,

On my 944 GLE (B234-16v), I have noticed that the dash temperature gauge does not go up to the 12 oclock position like my 744 B230f. Instead it sits at the 10 to 11 oclock postion (left of center). In addition to this, I have found that after adding H2O to the coolant reservoir, their is very little mixing of coolant and water (needed to adjust the mix - PO screwed up) even after driving for 15-20 min when ambienent temp is -7C to 0C.

Questions:

Is my T-stat screwed/wrong temp range, is this supposed to occur, or is there another piece of the story that I am missing here?

Oh the head has been rebuild 2 times according to the records I received from PO(due to A/C pulley failure & then a belt breakage) and it has 247000km on it. Will this contribute to some of my problems as well?

Thank you in advance and I look forward to your expert replies as usual!

Sincerely,

Tim
