Vacuum hose mystery 700 1986

I have a large diameter vac hose,(1/4 inch?),that runs from the top of the intake manifold down to a checkvalve looking thing and to Tee at near the block. One side of this hose continues down underneath the car and connects to an oblong plastic tank of some sorts. The other side of the tee is broken off and I plugged it. There is also a hose nipple on the back of the throttle body that had nothing attached so capped it off. Is this where the other hose goes? And what is this for???
