valve cover gasket ? and Steering problem 700 1991

When changing a valve cover gasket, does one need to use gasket sealant when installing the cover back on, and if i do need it what side do I put it on, cover or head side.
Other problem, is when making left turns or taking left corners, there is a point in the turning of the steering wheel where there feels almost like a kink in the turn. I have to torque harder to get through the kink and the car oversteers. I'm guessing a tooth in the rack and pinion has broken, but it is almost like there is a foreign object in there blocking the gears from meshing. Any ideas, I hope I don't have to replace the whole rack and pinion.
