low speed steering wheel wobble 700 1989

Bricksters:
My 89 740's steering wheel has a slight side to side,wobble at parking lot speeds (like someone is twisting the steering column or the car has eneven bumpy tires).Under high speed braking,55mph or so, the wheel really moves back and forth, shuddering.
I've recently(last year) replaced the struts,ball joints, tie rod ends, installed (2 weeks ago) polyurethane strut rod bushings, new brake caliper sliding bolt kit and new brake pads. My guess is the inner steering rods (what's left??) Don't tell me it is something simple like unbalanced wheels??
I have all 4 new brake rotors on order from FCPGroton.
