Aircon fan. How is this tested? What happens if it doesn't work 700 1986

The fan in front of aircon radiator does not seem to work - with the engine/aircon on, I shorted the 2 wires on top of radiator, there was a clunk but it did not spin. I can manually spin this fan. Is the the correct technique for testing this fan? If fan doesn't work, what impact will it have on car?
