Spongy brake pedal 700 1988

Hey everyone,

Recently my mechanic told me that the brake calipers would need replacing due to old age. He did replace one of them as it was already leaking. At the time of him notifying me about this problem my brakes seemed fine and the grab instantly when pressing the pedal. Nowadays if you press the pedal it will not grab instanly but will after 2 -3 secs. Once it has grabbed it does brake hard, there is only that fraction of delay. I also ran my finger on the bottom of the fluid reservoir and it left me with a bit of black goo on my finger. Also if you repeatedly press the brake pedal, it hardly even bites at all. So what would be the likely cause of this, I hope its not the master cylinder and also what do you guys suggest i do to maybe improve the situation.
