broken bolt removal

Ok heard of this but now I have seen it. 91 940 fuel rail bolt toward fire wall broke as I though I was tightening, leaving headless bolt flush. It was difficult getting out and that should have alerted me to hit it good with WD40, but .... I temporarily put large tie wraps around rail and lifting eye to hold injector firmly. No leaks, but don't want to leave this way.

What is the best method to remove the bolt? I don't mind drilling tapping new large hole of required.
