Urgent! won't start! 900 1994

Last night as I was driving,
I lost all power (gassing it made no difference at all), pulled over and the car wouldn't start. It would crank up and start to immediately die after. Holding the throttle made no diff. This morning I looked through the oil cap hole, The cam was turning, so I don't think it's the belt. Fuel delivery is prime suspect at this point. Are there any fuses for the fuel pumps? Which ones? Any other way I can check them? Did I fry my ECU? I didn't get any weird lights popping on the dash. Is there a DIY way to check the ECU? The tow trucker gave me another clue: he said there could be too much water in my gas (I filled the tank abot 15 miles before this happened). How can I check that?

Many thanks in advance for any insight!
