Get no fuel pressure till I release the key 700 1987

2.3L, 87 740gle. The engine turnes over like a champ. But there is no fuel pressure while Ignition is in the start position. As soon as I release the key to the (run)position I get fuel pressure for about 1 1/2 sec. The fuel shot out about 4 feet when I disconected the line in the engine bay (again, only after I release the key from the start position). I changed out the fuel control relay, nothing. Should I run a wire Directly to the pump through a toggle switch? Please tell me there is something simple I am overlooking.

Any help would be appreciated.
