FUEL PROBLEM 200 1980

Freq. valve buzzes for a few seconds,could the intank pump be bad causing a drop in fuel pressure? Manual says the injectors won't open if there isn't enough pressure to overcome internal spring.Everything on the fuel inj. system appears to be mechanical except freq. valve(clicks so ok?),cold start inj.(working),aux. air valve(wouldn't stop fuel delivery),control pressure regulator(my guess to be the problem,not sure if it would stop fuel delivery),relay(appears to be ok,power to freq.valve,fuel pump),fuse(ok,power to relay),fuel pumps(ex.pump ok,intank pump unknown)

Manual shows an o-ring in fuel dist. and one in line pressure valve(could stop fuel?) I'm running low on ideas,I'm going to unhook line to inj. to see if fuel is getting to inj.but low pressure prevents inj. from opening(I'm at work so I can't do it till later)
