VERY STRANGE PROBLEM '86 765T 700

I have this very weird intermittent problem on my 765T wagon. Sometimes the car would not have any accelaration whatsoever. I would floor the pedal and see the boost pressure increase but it only accelerates very very slowly. The car idles fine and would eventually get to highway speed but only after 25 seconds or so. The weird thing I noticed is when I pull over and turn off the car and turn it back on the problem dissapears.... like nothing ever happened. I checked all the vacuum lines etc. Does anyone have a clue. Is it electrical or mechanical?
