looking at a beautiful volvo...need advice

The price is not outrageous, but you also deserve to receive with it ALL the service records for every one of those 104,000 miles.

The normal interval for a routine timing belt replacement is 50k miles -- so 104k is just the right time for "preventive maintenance." Perhaps it was replaced just 4k miles ago -- look under the hood for a sticker (or use this as a reason to ask for the records).

Considering that a windshield will cost several hundred dollars and that it needs very minor body work, you might offer $3800 and perhaps agree on $4100 or $4200, more in your budget range.

Keep in mind that you'll be facing tires, exhaust, brakes, shocks, front end parts, and possibly rear main $$$eal within the next 50-60k miles. It's unlikely that the PO renewed any of these items, except tires, in the last 10 years (though the service records would tell you that).
