1992 740 wagon - tail lights will not work 700 1992

All 3 break lights have stopping working on my 1992 740 wagon.
So far I have checked the following:
- 15 amp fuse is OK
- stop light switch at brake pedal is OK
- all bulbs are Ok
- all contacts at bulb housings have been scrapped and cleaned

I have also tried to check the grounds by measuring the resistance between where
ground is located on the break lights and a 4gauge jumper cable connected to negative post of the battery. The left and right seem OK. I don't know where the ground connection is for the center bulb.

The parts department at the local Volvo dealership, thought it might be the, "bulb failure sense relay". This part is $109 and you can't bring it back if it is not the problem.

Question(s)

Anyone out there think that this relay has anything to do with the problem?
Anyone out there know how to check the relay I have now?
Any advice on how to proceed with trying to find the problem?

Note: I don't have a wiring diagram.
