Seat Belt does not retract

Yet another question about my 1985 760 Turbo.
I couldn't find this in the FAQs.
My driver's-side seat belt doesn't seem to retract at the bottom. The thingy on the top keeps it sort of snug across my chest, but the bottom piece does not.

Is there something that can be done to fix it? For that matter, is it even supposed to rwetract/roll-up at the bottom?

As always, any help is greatly appreciated.
