Fuse / relay box wiring 700 1990

Hey all,

When I took my fuse/relay box out today, I noticed a black wire hanging out from the left side of the center console (on the inside). Further investigation shows that this thick black wire is simply screwed into the left side of the center console, not connected to anything. I persume this is an earth wire. Now here's my question, is the other end supposed to be connected to something? (ie. fuse/relay box)? Or is it just there for additional equipments?

All my car electrical components seems to work fine.
