A little help...please 700 1989

I was trying to R/R my sway bar link bushings but I was only able to remove the nut on the lower portion of the sway bar link. I tried counter torqueing the top nut, no luck; I used enough penatrating fluid to loosen the most rusted nut, no luck. So I replaced the lower bushings on each side, does anyone have any ideas on removing top portion of sway bar link?...heat? Replace entire link? Thanks for any info. that can be provided.
