84.5 turbo won't idle

If doing nothing but pressing throttle (opening plate in throttle body) will make the car idle then maybe you have a stuck/non-functioning CIS idle control motor.

Whack it with a screw driver handle, remove it and spray some PB Blaster in it, hook it to 12V to see if it moves....

How about the CIS switch on the throttle body. Working?

Maybe the connector to the Frequency Valve is loose this will cause similar synptoms.
