is the main fuel pump supposed to 'whirl' or 'click' ???

Did you get the ground problem fixed?
The pump should whirr not click. When running you can put your hand on it and feel a vibration. No the failure of a main pump will not cause failure of the in tank but maybe the other way around. If the in tank pump is bad the car will run if lots of gas in the tank but some say this strains the main pump and causes failure over time. If the main pump is seized you will get a thump or click when power is applied, I did have that happen to my 88 740.
Be sure you are applying the jumper accross the relay correctly. It is unlikely that both pumps would fail at once.
What are symptoms of the no start, got spark? You need spark primary of coil primary before pumps will start.
